Due to fear of a 19th century law, the Antideficiency Act, some leaders are advising their staff to not check their email or cellphones. The law, passed by Congress in 1870 (still in effect after many amendments) prohibits the government from incurring any monetary obligation for which Congress has not appropriated funds. Many memos cite the law as reasons for the minimum staffing taking effect within the government. Treasury Secretary Jack Lew also cited the law for his reason of reduced staffing. Continue Reading
